Research on the Reform of Agricultural Seience Technology System in West China

摘要

West China is the focus and difficult part of new socialist countryside construction. The key of new socialist countryside construction is to deepen the reform of Agricultural Science & Technology System of West China,and to build a modem agricultural system. Presently,West China lags behind the average national level in terms of agricultural production and science & technology.Besides the common problems in China,West China has its own particular disadvantages in the agricultural scientific research and the science & technology system. For this reason,it needs further deepening the reform of Agricultural Science & Technology System of West China,particularly giving attention to the following aspects: (1) Continue transforming government functions,i.e. further turn government functions from micro-interference to macro-control,from administrative control to policy guidance,to strengthen overall integration of the scientific & technological innovation system of West China,and to guide innovation factors to form an effective interactive mechanism. First,determine development strategy of agricultural science and technology as well as key points of agricultural scientific & technological innovations in West China,and build an agricultural scientific & technological research and development (R&D) system with rational overall layout,distinct structure,and coordination & efficiency; secondly,build a scientific and effective science & technology input and evaluation system; thirdly,cooperate with East China,and build a public platform of scientific & technological research and development,and of personnel training,to realize share of resources equipment and personnel training opportunities. (2) Build a scientific & technological innovation system with agricultural enterprises as the mainstay. (3) Based on actual conditions of West China,conduct system innovation according to local conditions. For example,try to introduce the scientific & technological special person system into the promotion system of agricultural science & technology.
