The term "rule-based" response plans for transportation applications is being used widely in recent years in many traffic management systems. In reality, it may refer to different things in different systems depending on their levels of complexity. This paper describes the key differences of interpretation of the term, presents the design concept, typical traffic management requirements and design considerations in the development of rule based traffic plans various types of roadways including open sections of expressway, tunnels and bridges. This paper also presents the practical approach on how rule-based plans should be designed efficiently and effectively.
