This computer-implemented invention, which contains a system and a method, makes it possible to communicate a speed recommendation to each traffic participant in each region of a selected motorway network/road network in real time, said speed recommendation being determined and validated in real time. On the basis of the collected data and by means of suitable techniques/methods, short-term predictions of the traffic development are made for each region of the entire examined motorway/road network. Critical traffic conditions or tendencies for the development of such critical traffic conditions are detected or predicted early, and sensible recommended speeds are determined by road segment in real time and in an automated manner in order to prevent such critical traffic conditions.
