As the identification of the development relationship between transportation industry and economic played an important role in guiding the transportation and economic growth, this paper first made quantitative studies on the adaptation and coordination relationship of the cyclical fluctuations between the transportation and economic indicator time series, through the sample cross covariance function with windowed Fourier transform method. Subsequently, this paper developed the cross-spectral analysis-based development relationship model on the transportation and economic indicators. Finally, the spectrum-analysis results presented by the case studies on the Whole Society Cargo Volume and the Gross Domestic Product data from 1949 to 2003 demonstrated that the algorithm proposed in this paper were practical and effective. Through the application of cross-spectral analysis method on the relationship estimation between transportation development and the economy growth, the approach proposed in this paper could eliminate the disadvantages of the traditional research methods which relied solely on certain turning points to determine the Preceding or Succeeding development relationship.
