We experimentally determine the absorption coefficient of water and heavy water in the region between 0.1 and 1.2 THz using THz time domain spectroscopy. We compare these data to three theoretical models: a bi-Debye model, molecular Dynamics simulations, and a new model which postulates that water can form the short-lived charged complexes H_5O_2~+ and H_3O_2~- which then undergo collective plasma oscillations.
