The Application of Space Human Factors Research to the Design of Socially Relevant Facilities and Programs

Critics of space research emerged immediately following the rioits in Los Angeles, complaining that we cannot afford a space program when conditions in urban centers are so grim. The critics pose a false dichotomy. Clearly,t he question is not either space or social programs; rather, it is a matter of definign an optimum mix of public expenditures of all kinds. Some observers believe that the highest priority should be to develop social programs that are more effective than current efforts in addressing the fundamental problems of the urban poor.
