It is of great significance to carry out the comprehensive evaluation of the reliability, maintainability and supportability (RMS) of the complex network system, so as to improve the RMS level and the comprehensive efficiency. Task delay time is an important indicator to measure the overall RMS level, and its size is one of the important embodiment to effectively reflect the level of network system RMS. Based on the ADC general model of complex equipment system effectiveness, this paper constructs the task effectiveness model as the RMS comprehensive evaluation model, and establishes the task delay time model of network system based on task effectiveness through the relationship between task delay time and task effectiveness. The model can effectively reflect the RMS comprehensive level of the network system by synthesizing the RMS parameters. The evaluation result of task delay time is given by a complex network system, and the validity of the model is verified.
