In the current evaluation system, the evaluation method is complicated and the subjective factors of expert opinion are too much. This paper establishes a 3-level evaluation index of scientific research ability of scientific research staff based on fuzzy neural network. Fuzzy neural network brings together the advantages of neural network and fuzzy theory, integrating learning, association, recognition, and information processing into a whole, which can more truly reflect the human brain's handling of external information. Using fuzzy neural network design to achieve the research institute staff program demonstration ability, project development ability and innovation ability evaluation method. The test results show that this method can be more reasonable, comprehensive and objective evaluation of scientific research institute staff program demonstration ability, project development capability and innovation ability.
