In order to improve the efficiency of the management of the City garbage data, based on the project of monitoring sanitation system, an intelligent control algorithm is designed to realize the fast and efficient transmission of the whole network data and the balance of the consumption of energy. The LEACH clustering algorithm is optimized for the situation of unequal energy loss in data transmission, in the process of path selection, considering the residual energy and the distribution of the node. By training of the neural network, the original path selection is optimized. Then, for the reasonable judgment for the emergency events under the influence of many factors, the fuzzy control algorithm is added during the process of data fusion. The simulation results show that, the consumption of the energy can achieve a balance. After some rounds of communication, obviously, the number of surviving nodes is more and the effects of the results of the judgment is good.
