This article presents a novel control concept, operation paradigm and electricity market model for distribution networks with electric vehicles (EV) and Distributed Energy Resources (DER). An analysis of the presently existing control strategies, market models and EV characteristics is made. Taking into account the main drawbacks of the existing solutions a novel distributed control concept for power system management is presented. A smart bidirectional Grid to Vehicle (G2V) and Vehicle to Grid (V2G) control together with dynamic pricing electricity market is proposed as a promising solution for provision of grid support services and achievement of adequate integration of EV and DER into the network. A test case of 24h time domain analysis of low voltage distribution network with EV and DER is considered to examine the proposed control concept and operation paradigm. The results witness very good adequacy. The solution enables symbiotic interaction between EVs, DER and flexible load while inherently taking into account the network constrains and the characteristics of the other network users.
