The long-term performance of Hot Mix Asphalt (HMA) pavements, for any given HMA mixture, is highly dependent upon the construction quality. The best HMA materials and mixtures commonly experience premature deterioration if the construction quality is poor. The most common objective indicator relied upon by owners to assess construction quality is percent compaction. However, research has shown that percent compaction alone does not adequately ensure the construction quality necessary for optimum long-term performance. Through field and laboratory investigations, on various types of Superpave™ mixtures used in Ontario, this research examines as-constructed permeability as an additional indicator of construction quality. According to this research, it is evident that any given HMA mixture can be constructed to achieve a lower initial permeability, which is beneficial for long-term performance. This research also shows that HMA mixtures compacted using the advanced field compactor known as AMIR are less permeable than the same HMA mixtures compacted using conventional equipment and that the permeability testing has the potential to be described in specifications, and tested for acceptance to encourage the construction quality necessary for improved long-term performance.
