Kenneth A. (Ken) Colburn is a Senior Associate at RAP. He came to RAP, a non-profit group of veteran utility and environmental regulators providing technical and policy assistance to public utility commissions and regulatory agencies throughout the U.S., China, the EU, and India, in early 2011. Colburn has led several state climate action planning processes and provided strategic assistance to foundations, progressive companies, and non-governmental organizations in their efforts to address climate and energy issues.
