This paper describes a design procedure of a stabilizing controller for a system with time-varying delay based on the quadratic complete Lyapunov-Krasovskii functional. The proposed method leads the stabilizing problem to a convex problem and gives a stabilizing condition in the linear matrix inequality form. It also includes a H controller design with a performance weight which shapes the sensitivity of the closed loop system. The feedback system with the proposed controller is evaluated by numerical simulations and the results verified the proposed method stabilized the system with time-varying delay.
