Currently many different parties manage traffic with their own compartmentalised initiatives. Every supplier tries to tackle a specific part of mobility of their own interest. This results in a large variety of applications which give a different advice for the same situation. This causes a lot of confusion for the user. The user has no information of the current traffic situation and can therefore not decide which advice is optimal to chose. If all parties that advice and inform travellers work together and by fully utilising the information resources of the current road system, the travel comfort for the users can be substantially improved. In this paper we present a solution to realise a collaboration between these different suppliers. This solution is presented in the form of an approach called The Digital Road Authority. The Digital Road Authority is a concept that merges all traffic data from various sources into a smart personal travel advice to improve the utilisation of the network. Coordination is the main keyword in this story, the Digital Road Authority keeps the overview and thereby coordinates each user personally. All parties connected to the Digital Road Authority will collaborate to make these actions more effective. As a main focus point we want to ensure safety and combine all knowledge to optimally coordinate road users. In this paper we outline the initial phase to realise the Digital Road Authority. This initial phase consists of three pilots. In this article we will outline one of these pilots. This pilot focuses on the optimisation of the delivery of cargo at distribution centres. The main focus points in this pilot are the reduction of CO2 and NO2 emissions and minimisation of congestion caused by freight traffic. A description of the implementation of this pilot will be given.
