This paper discusses the management of a small satellite program, especially for countries that are new to the field. The paper builds on the theoretical concept of Complex Product Systems in order to understand the challenges facing decision makers in Satellite Programs. The discussion shows how an original Systems Architecture framework can be used as a tool to support decision making and management in small satellite programs. The Systems Architecture Framework conceives of long term satellite programs as systems made of up of technical, organizational and physical subsystems. These Programs exist in a Context that is defined by Stakeholders Objectives as well as Constraints and Opportunities. Leaders in a program need to identify which Functions the program must achieve to meet Objectives and then define the Forms to meet these Functions. The paper gives examples showing how countries pursued Forms for executing core Satellite Program Functions in the areas of Production, Investment and Innovation. The research uses evidence from past satellite programs to provide insight about architectural decisions.
