According to the present invention, an alarm control unit (120) determines whether multiple space objects, the positional relation of which are at risk at the same time among a plurality of space objects, are present as risk prediction objects on the basis of the orbit prediction information (51). When the risk prediction objects are determined to be present, the alarm control unit (120) outputs a risk alarm which indicates that the risk prediction objects are present. When the risk alarm is output, an avoidance determination unit (150) determines an avoidance space object which is a space object performing an avoidance operation among the space objects included in the risk prediction objects.
