The indicators of ICT (Information & Communication Technology) in education can be applied to monitor and evaluate the effectiveness of teaching and learning process with ICT, which would help practitioners and researchers understand how ICT works in education. To identify the adaptive indicators is the first critical step to build an indicator system. This paper introduces a way to build an indicator system through developing a theoretical framework and a conceptual model. The data from the evaluation demonstrate this indicator system can be applied in the field of ICT in education.
