E-learning has become an attractive tool for students and instructors. With the widespread of smart devices and the modern multimedia technology, gathering, extracting information, and learning becomes easier and faster for the deaf. Equality in the learning of the deaf has become a priority in many countries. Deaf can benefit from the technology in order to fulfill their learning needs and requirements. They can be empowered through ICTs and provided with the required technologies and services to improve their daily lifestyles. Deaf students suffer from their poor ICT literacy skills that prevent them from achieving higher educational degrees and getting good jobs opportunities. This paper is an ongoing research that studies the design process to build an interactive e-learning tool for deaf children using ICT to improve their e-learning and communication skills, starting from the requirement gathering and ending with the evaluation and usablity testing process.
