ITIL (Information Technology Infrastructure Library) is a set of best practice guidelines for IT service management generally used in the industry. It is best practices summed up from the management experience of a large number of enterprise IT operation and maintenance services. In this paper, based on the analysis of network characteristics, and prediction of development trends on the ITIL theory of service management mode, a new IT service management system is built for network. The proposed management system lines with the characteristics of network, provides safety process system, is suitable to the industry's development direction. In additional, the system construction status is introduced, which is under the guidance of ITIL concepts. The future direction of the IT service management system construction is analyzed.
