Traffic congestion, environmental pollution, energy crisis, and parking problems are getting worse along with the step of urbanization and motorization. Car-sharing rise all over the world, but during development, there are still a lot of obstacles to overcome such as imbalance between supply and demand. Therefore, the logical location of site is precondition for profitability of a company. In this paper, after studying the existing location model theory, we present an optimization approach to site location in one-way and site-based electric car sharing systems. After the correlation analysis, the study proposed the approach based on covering set model aiming at minimizing the construction cost of organization during the expansion period of the car-sharing system. The model can solve the scale of all kinds of stations and location of the sites. Finally, this paper selects a typical area in Fengxian District of Shanghai as an example to demonstrate this model.
