Signal preemption strategy for emergency vehicles at intersections has been under discussion for years. However, a lot of problems, such as the delay due to the delay caused by queuing and incapability of making use of the time and space resources of the intersection still haven't been solved. A concept of "variable approach lane priority control for emergency vehicles," a realtime delay model for vehicles at the intersection, as well as strategies for signal priority control and space-time priority control are put forward in the paper. Then, on the premise that an emergency vehicle has no delay at the intersection, a model for multiphase signal timing was built aims at minimizing the total vehicle delay. Results show that variable approach lane priority control strategy can significantly reduce the delay of emergency vehicle at intersections. Compared with the traditional means of signal priority control, this method can also reduce the influence on social vehicles' delay and our results give better applicability.
