Study on prewarning and monitoring of toll expressway debt risks

摘要

This paper focuses on the issues about debt risks of toll expressway. The debt prewarning and monitoring indexes of toll expressway are designed included both their current and potential solvency. Those parameters are developed and used to indicate the payment ability of each toll expressway project. Four debt risk levels and alerting values are defined by means of those parameters. Meanwhile, prewarning and corresponding actions are suggested in this paper. Prewarning computer system is developed and a case study is conducted as well. In the case study, the debt risk level of each project is easily identified by different colors, such as red standing for serious situation. The research achievements provide technical supports and decision-making references for monitoring debt risks of toll road projects.
