Comparative Study on Environmental Protection Issues in Integrated Transport Network Planning of United States, Germany, and China

摘要

During the Twelfth National Five-Years Plan of China, transportation development will front resource constraints and environmental pressures increases, therefore, in the Integrated Transportation Network Development Plan of China, environmental protection will be put in a more prominent strategic position. From the perspective of resource conservation and environmental protection, comparative analysis is made respectively from target level, principle level, and technique level among China Integrated Transport Network Medium and Long-term Development Plan (2007), the U.S. Transportation Network Development Plan -Transport Vision 2030 (2008), and the Federal German Transport Development Plan (2003) in the paper. The key similarities and differences of green transportation planning at different levels including the target, principle, and technique among three countries are illustrated. Environmental protection programs and environment improvement measures of China are compared with that of U.S. and Germany. Based on the analysis in the gap of environmental protection between China and the other two developed countries, the existing issues of environmental protection work of China is identified, and the basic suggestions of environmental protection are proposed, which plays great significance in establishing a resource-saving and environment-friendly transportation system in China.
