Administrative personality is an inherent regularity of administrative group, reflecting personal capability and moral education of administrators. An ideal personality can serve as a solid foundation and powerful support for a successful establishment of service-oriented government. This essay, from the aspect of administrative culture, analyzes in depth the relationship between administrative personality and culture. Also, based on this point, it explores cultural reasons for distorted personality during the period of transformation. It further discusses dimensions of administrative personality and about how to form an administrative culture to promote a service-oriented government.
