Coal logistics organizational innovation not only influenced by the size of the coal companies, coal distribution logistics resource status, quality of personnel and other internal factors, but also affected by the logistics industry characteristics, competitive conditions, environment changes and other external environmental factors, for example, when the construction of coal enterprises external logistics platform (policy platform, information platform, technical infrastructure platforms, etc.) and the coal logistics enterprises develop to a certain level, the formation of specialized logistics system will be more effective. In China, due to fragmentation of coal logistics management, and department decentralization, it causes slow development of the coal logistics industry. To change this status, it only relies on institutional reform, establishment of integrated logistics management system, to provide favorable external environment to innovative logistics organizations.
