After detailing the space treaty problems with sovereignty extensions into space, the treaty prohibition against space resource appropriation, and the general rule that no commerce is allowed in space, this paper will present the likely needed exceptions to those anti-development rules. The satellite industry has used it for 30 years successfully: the exception is the treaty admonition to use international cooperation to achieve a benefit for mankind. Examples of this twist about in treaty law interpretation will be discussed. The predictable result will allow space tourism to survive treaty problems, if executed collectively, properly and purposefully, as a plan for all humanity.
