Mark Weiser coined the phrase "pervasive computing" which means in the fusion of cyberspace and physical space, the terminal can do the distraction-free computing anytime, anywhere and anyhow |1|. However, context-aware pervasive computing needs to deal with lots of context information, and the terminal automatically adapt its behavior to the changing environment according to the dealt context information. Under such circumstances, Two Dimensional Process is designed to automatically classify all the obtained context information into two dimensions-precise and fuzzy. Thus, the network selection engine could effectively and precisely select services according to the user's current context for the user's terminal. Existing work does not adequately address this issue. In this paper, we formulate the Two Dimensional Process by using fuzzy linguistic variables and function of membership degrees to handle each of the precise or fuzzy variable. The decision for user's terminal is achieved by network selection engine using the algorithm of TOPSIS.
