SOA evaluates COTS and NDI aircrew systems products/material to determine if the identified products can meet Fleet requirements, provide significant improvement over a currently approved item or provide reduced cost. 2. The SOA program has a streamlined process to identify the need, identify and test potential solutions and approve a product for aircrew use. 3. There is typically no acquisition funding to provide fielding quantities associated with the SOA program. 4. Approved products are obtained by the individual squadrons from commercial sources. If there is a significant demand and need for an item, long term sustainment may be considered.
