This paper analyzes the game of investment and income of public sector human capital, on one hand taking as the longitude that civil servants should handle: properly with three key steps-entrance, promotion and exit-in their career designs, on the other hand taking as the latitude the four-quadrant model of the public sector human capital featuring strong both internally and externally, strong outside but weak inside, weak both internally and externally, exclusive and conservative, and with that, taking as the surface the five-element ability model featuring foresight, cohesion, influence, decision-making and control.
