Research on the Problem of International Public Goods Supply Body

摘要

Under the premise that the world government doesn't exist, who should provide international public goods? At present, suppliers of international public goods consist of sovereign states, international intergovernmental organizations, global civil society with non-governmental organizations as the main part, and the innovative supply mode: global public-private partnerships. Among them, sovereign states and international intergovernmental organizations remain the main suppliers in the present and foreseeable future, playing a dominant and leading role in international public goods supply. As the relationship among different suppliers is not substitutional, all supply bodies should be motivated in order to realize the effective supply of international public goods. The decision-making process of international public goods supply is a kind of complex political economy, and the overall process as well as different stages of realizing international public goods supply all witness game playing among multitudinous interest groups.
