Case Study on Anhui Local Medical Care Reform Experiences in Perspective of New Medical System Reform in China

Medical care reform is a tough problem around the world. In April, 2009, the CPC central committee and the State council promulgated "Opinions on Deepening the Health Care System Reform", and officially started new medical system reform, which aims at providing basic health service to all people. However, at present, the progress of local medical care reform has been uneven all over the country. Most of the reforms are what is called "small reform", which focuses on a single problem, and local comprehensive "big reform" is obviously lagged behind. In November, 2009, Anhui Province took the lead to launch local comprehensive medical care reform in its 32 xians(counties or regions), choosing essential medicine system as its breakthrough and including a series of comprehensive medical care reform policies, such as management, personnel, incentive and security system reform, etc. Through this process, Anhui local comprehensive medical care reform has achieved obvious effect. Using case study as its main research method, the paper first introduces specific policy measures and its implementing process in Anhui local medical care reform. Secondly, it elaborates the specific results and effects that Anhui has achieved through the process. In the end, it summarizes the experiences of Anhui local medical care reform, such as setting xian as its basic unit to conduct the reform, choosing the essential medicine system as its breakthrough to carry out local comprehensive medical care reform, implementing "one administrator on one township" responsibility system to exert the function of government, which could provide some valuable references for other districts in promoting local medical care reform and realizing the goal of equalization of basic health service.
