It is also take a good part in pursuing democratic. However, with the attaching importance to the network public opinion by the decision-maker, it makes the network public opinion over the public decision making and it challenges the public rights. How much the negative effect of network public opinion to the public decision-making in China? The article is established to the characteristics of the network public opinion, and analysis the negative effect of the network public opinion to the public decision-making for the sake of supplying evidence in distinguish the network public opinion in the right way.
