Solving the Dilemma for Deploying Advanced Traffic Management Systems in Developing Countries

The dilemmas in deploying Advanced Traffic Management Systems (ATMS) have been brought into discussions in many developing countries. Predominantly, the costs associated with building a traffic control system cannot be justified by the benefits generated from the operations of the system. Unlike building roads, the results seem to be better than those of ATMS. However, the continuous expansion of roadways soon attracts more motorists and eventually the induced traffic clogs the entire roadways. The congestion becomes common scenery in major cities of the developing countries and the gridlock goes on forever. This situation confuses many ITS experts who wonder if the government can do something about it. This technical paper intends to study the developing cities that face dilemmas in implementing advanced traffic management systems. Hopefully, the dilemmas can be solved by adjusting the perspectives of traffic management in operation, enforcement, regulations, standard and planning.
