Solving the Dilemma for Deploying Advanced Traffic Management Systems in Developing Countries

The dilemmas in deploying Advanced Traffic Management Systems (ATMS) have been brought intodiscussions in many developing countries. Predominantly, the costs associated with building a trafficcontrol system cannot be justified by the benefits generated from the operations of the system. Unlikebuilding roads, the results seem to be better than those of ATMS. However, the continuous expansion ofroadways soon attracts more motorists and eventually the induced traffic clogs the entire roadways. Thecongestion becomes common scenery in major cities of the developing countries and the gridlock goes onforever. This situation confuses many ITS experts who wonder if the government can do something aboutit. This technical paper intends to study the developing cities that face dilemmas in implementing advancedtraffic management systems. Hopefully, the dilemmas can be solved by adjusting the perspectives of trafficmanagement in operation, enforcement, regulations, standard and planning.
