With the development of society and economy, the problem of water resources optimal allocation has increasingly presented the features of complex system, such as large scale, multi-object, multi-agent, multi-dimension, non-linear, dynamic, evolution, and so on, that makes the water resources optimal allocation methods based on pure analytical mathematical models confronted with difficulties. At the same time, the researches on complexity and complex system are being carried out more and more deeply and thoroughly. In complexity science researches, the agent-based modeling simulation technology is being paid more attention. These studies provide the complex problem of water resources optimal allocation with an effective way. Based on the basic idea of complex adaptive system theory, the method of water resources optimal allocation based on agent technology is proposed. The agent software structure, communication mechanisms among agents, multi-agent cooperation model, model algorithm and programming implementation approach, etc. are discussed in detail. Lastly, an application instance of the water resources optimal allocation method is performed. The study shows that the method based on agent technology proposed by the paper is feasible and effective for water resources complex allocation.
