This paper discusses three heuristic approaches to assign tasks to workers based on skills requirements/competencyprofiles as well as generate a low cost training schedule to resolve current skills gaps. When a worker is deficient inone or more skills required to complete an assigned task, the worker will receive the necessary additional training.The training cost associated with assigning a task to a worker will depend on the other tasks, and resulting additionaltraining, assigned to this worker. Several test problems are used to compare the solution quality of the threeheuristics.
