On Operational Mechanisms and Elements of Regional Innovation System

摘要

Regional innovation system(RIS) is a network of system organization in a region that is unique, related with regional resources and promoting innovation. In accordance with the system dynamics theory, regional innovation system is an input-output system, which is composed of the three elements of innovation subject, innovation power and innovation environment. It has functions of outputting technical knowledge, material products and innovating efficiency. In order to promote the emergence, flow, update and transfer of new technologies and new knowledge within the region, scientific and technological research system based on the cooperation between production, study and research should be constructed for innovation subject. In terms of innovation power, diversified security system of regional innovation should be bui and regarding innovation environment, government macro-control system with system innovation and environment construction as the focus should be improved.
