The competency model for HR managers is one of the critical issues on HRM to this day. On the basis of literature review, job analysis on HR managers in Chinese companies, analysis on the job advertisements of HR managers in Chinese companies, after the telephone interview with ten HR managers of Chinese companies in ten provinces or cities was conducted, the scale of the competency and performance for HR managers in Chinese companies was designed and given to one hundred and fifty HR managers in ten provinces or cities. Then competency model and performance model for HR managers in Chinese companies were established. Finally, a comparative analysis on the competency differences among the HR managers with different demographic background, an empirical study on the correlation between the competency and performance of HR managers were developed.
