PROJECT DELIVERY PLAN FOR SAN VICENTE DAM RAISE

The San Diego County Water Authority (Water Authority) will be raising San Vicente Dam in San Diego County, California to increase emergency storage, and possibly carryover storage, for the region. The existing 220-foot high concrete gravity dam will be raised by as much as 117 feet using roller compacted concrete, with construction scheduled to begin in late 2008. The dam raise is part of the Water Authority's $3.4 billion Capital Improvement Program to increase water supply reliability, and will increase the usable capacity of San Vicente Reservoir by up to 152,000 acre feet. The City of San Diego (City) owns the dam and reservoir, but the Water Authority will own the increased capacity of the expanded reservoir. This paper presents a summary of the Project Delivery Plan for the dam raise and reservoir expansion. The Project Delivery Plan is a road map for implementing the project, defining the "Who, What, Where, Why, and How" for project success. The document also defines critical interactions between the project participants throughout the entire project cycle - planning, design, construction, and start-up operations. These participants include staff in all Water Authority departments, City staff, Water Authority consultants and contractors, regulatory agencies, and other project stakeholders. The Project Delivery Plan identifies critical coordination issues between the dam raise and adjacent conveyance projects that will be used to fill the reservoir as well as deliver water to both Water Authority and City customers. This Project Delivery Plan is a "living document" which will be updated periodically to capture key decisions and progress.
