this paper, focusing on labor-capital relations in China's non-state-owned small-and-middle-sized enterprises and making retrospect about the labor-capital relations development in the western countries, demonstrates the thought that through raising salary and improving working condition though these methods would enlarge employers cost, would establishes cooperated and win-win labor-capital relations.
