摘要

"The most successful countries of the 21st century will focus on lifelong learning, and the most innovative will use e-learning to do so." Conference Board of Canada The Canadian government has long recognized knowledge and innovation as strategic national assets. To build knowledge and innovation through expanded access to education and lifelong learning, Canada embraced the opportunity provided by the emergence of the internet. New programs were created in connectivity and to encourage the development of e-Learning applications and tools and early adoption of e-Learning. A 2001 report of an advisory committee for online learning summarized the need and opportunity as follows: 1. To foster a culture of lifelong learning as an essential foundation of building a civil and prosperous society in Canada in a knowledge- and innovat on-based environment; 2. To harness the transformative power of new learning tools to make sure all Canadians get improved access to the best possible education and lifelong learning opportunities; and 3. To ensure that Canada's post-secondary institutions and learnware industry are in the best position possible to secure the benefits and avoid the pitfalls of the move to online learning.
