Operations Research (OR), which grew out of the allied military services in WWII, has developed rapidly since then and is now widely applied in many civilian activities. Its applications fall into two catalogues, probablilistic and deterministic OR applications, the former one concentrates on tactics and the later strategies. Despite of the development of tactics, the strategic planning is still out of reach of the civilian scientists and kept within military area. In this paper, SunTsu, an ancient Chinese military commander's THE ART OF WAR is introduced, in which many aspects of warfare are treated in an integrated form of both strategy and tactics. It will be very instructive to the system analysis of management.
