Information barriers are being studied in the United States and in the Russian Federation inconjunction with radiation measurement systems to potentially help solve transparency issues withnuclear warheads, warhead components, and the fissile material associated with warheads. Aradiation detection system information barrier consists of procedures and technology that preventthe release of sensitive nuclear information during a joint inspection of a sensitive nuclear item, andprovides confidence that the measurement system functions exactly as designed and constructed. Itis strongly believed by U.S. technical specialists working in this area, and probably most U.S.policy makers as well, that the successful implementation of information barrier technology canonly result from a cooperative joint development effort involving all the parties associated with anyparticular negotiation. Recently, significant effort has been undertaken to demonstrate to theRussian Federation and the International Atomic Energy Agency the feasibility of integratinginformation barriers into radiation measurement systems.
