Safeguards after the 2000 NPT Review Conference

The 2000 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT)has come and gone. Unlike the 1995 Conference that saw the permanent extension of the NPT, thelast vintage did not open a new era in non-proliferation and safeguards. Yet, the 2000 Conferenceended with a Final Declaration that reaffirms the fundamentals, confirms the outstanding workaccomplished at the IAEA2 and shows the way into the future on some issues of nucleardisarmament. While the broader issues of nuclear disarmament occupied centre stage in the 2000Review, the impact of the conference on safeguards and nuclear verification should be of moreimmediate interest to INMM members.
