This report describes recommended vibration monitoring and assessment practices at blasting sites. Intended is regular monitoring, tracking of trends, responding to complaints of alleged damage, and the technical and data aspects of addressing lawsuits. Summaries are provided in two tables:Table 1: Monitoring and Control Program for New Operations:This table summarizes appropriate procedures and needed information for a monitoring and control program at a new site. The intention is to provide for good blasting practices, protect neighbors of blasting operations, and collect information that will assist, if needed, the defense of blasting operation practices and results.Table 2: Impact Assessment for Blasting Operations:This table summarizes the entire scope of data and information collection for cases where damages are alleged to have occurred. The objective is to determine what actually happened at the site, or could have happened under a worst-case scenario with incomplete information. This assessment will aid in determining the merits of the claims, if a defense is appropriate and/or should be under consideration or preparation. The reasons for each technical step and data are also given.
