The Washington Aqueduct is the only municipal water supply system in the United states owned and operated by the U.S. Army Corps of Engineers.Since the mid-1800s,the Washington Aqueduct has supplied drinking water to residents of Washington D.C. and northern Virginia (now numbering over one million).Changes to its historic financing have made it increasingly difficult for hte Washington Aqueduct to carry out the long-term improvements necessary to maintain compliance with ever-more stringent water quality standards.the growing challenges in water treatment prompted the Army's 1995 recommendation that the washington Aqueduct be transferred to a non-federal entity.A steering Committee of officials from each of the member jurisdictions was tasked to determine what entity would own and operate the Washington Aqueduct.In the interim,the Washington Aqueduct was granted three years of borrowing authority from the U.S. Treasury to finance needed capital improvements.
