A dispersive optical potential for the interaction between low-energy neutrons and ~16O-nuclei is derived from a dispersion relation based on the Feshbach generalized optical model. This potential is applied to direct-capture model calculations in explaining the observed off-resonance capture transitions to the ground (5/2~+) and 871 keV(1/2~+) levels in ~17O at neutron energies of 20-70 keV. The model calculations take account of the spatial nonlicality of the neutron-nucleus interaction potential.
