In 1992, the Ministry of Radio, Film and Television requested a planned and scheduled training during the 5-year period from 1993 to 1997 for all major position personnel in the nation's film and television system. This mission consists of two types of training: qualification position training and adaptive position training. The first one requires qualification position training for operations personnel of radio broadcasting stations, TV stations, microwave stations and satellite stations as well as operators, programming and radio-TV personnel in the rural and township areas in the specific time frame. In addition, the trained personnel must be certified for their positions by 1997. The second type is to provide one-time adaptive training for the following personnel: managers in news, culture and arts, programming and broadcasting, radio-TV transmission and microwave transmission technologies, specialists in proramming and broadcasting in radio and TV stations, and technicians in sound, radio and video frequencies.
