Evaluation of regional water and soil resources taking sustainable development as the objective, adequately considers the factors of resource abundance and quantity, quality and utilization mode required by human, grasps the inherent relation of the resources, objectively evaluates their utilizing status and development trend, and ultimately provides decisionmakers legible and comprehensive analytic production to manage and program the resources synthetically. In allusion to the regional characteristics of the resources in Sanjiang Plain, the paper chose 20 index and established the homologous system and criterion, improved the Pulse Coupled Neural Network (PCNN),gave a new fuzzy PCNN model (F-PCNN) making dynamic thresholds equal to classes range of the evaluating criterion of ecological carrying capacity to omit needless parameters and decrease complexity of the model. After the F-PCNN model was used to evaluate water and soil resources in Sanjiang Plain, the results showed that the water and soil resources in Chuangye Farm belonged to grade Ⅱ indicating the reasonable development and utilization, and high sustainable development capacity of the region. The F-PCNN model is feasible in evaluating sustainable utilization of water and soil resources in Sanjiang Plain, expands the application field of PCNN and gives a new though and approach to solve classification and evaluation problems of water and soil resources.
