MARINE DOMAIN AWARENESS AND SAFETY OF HEAVY LIFT OPERATION

Demanding and critical marine operations like heavy lift, is pushing people, vessels and systems to their limits. Heavy lift operations must contend with challenging environments and threats that necessitate greater Marine Domain Awareness (MDA), especially when many contractors are operating at the same time and within the same arena. The Domain Awareness is the perception of factors in the environment - delineated by its temporal and spatial boundaries -the understanding of their meaning and effect, and foreseeing their likely status in the near future. MDA is about being conscious of everything that is happening around you, whether it is happening below, on, or above the sea. We explore the applicability of MDA concepts to the safety of Marine heavy lifts. We present a structured systems engineering approach to MDA, and propose a model for developing an information exchange system between parties, in order to enhance MDA. The proposed model enhances the understanding of MDA during demanding and complex marine operations; it also helps in developing procedural and training programs to promote situational awareness and the use of MDA as a decision support tool.
